The MRT Projects in Jakarta

MRT Project will start fromcompleting 14.5 km from Lebak Bulus to Dukuh Atas. The installation ofthis first node will mark the beginning of creating a full network of MRT system, which will become the backbone of Jakarta transportationfor the next few decades.

Extension from Dukuh Atas to Kota, as well as East-West line is plannedas the next phase. This symbolizes that Jakarta will join themembership of other Asian mega cities such as Singapore, Hongkong,Bangkok, New Delhi, Seoul and Tokyo.
Basic features of the MRT shall be:
  • 12 Stations (4 undergrounds and 8 elevated)
  • 14.3 km in length (from Lebak Bulus to Dukuh Atas)
  • Several key stations will be connected with other transportation modes such as Monorail, busway, Jabotabek Railway, and Waterway, especially Dukuh Atas Station (Shown in the Video Animation Below)
  • Rolling stock with international standard (e.g.: air conditioned, advanced safety features)
  • Automated operation with high level of punctuality.
  • Escalators in every station.

Passenger Service Plan

MRT Project is a big leap forward fromprevious railway transport modes). It is unparalled in terms ofcomfort, speed, capacity, and reliability. In addition, it wil also bea showcase for effective and sustainable infrastructure planning.
  • Travel time: Approximate 28 minutes between Lebak Bulus – Dukuh Atas
  • Projected demand: 200,000 – 300,000 passengers per day
  • Scheduled speed 27 km / h
  • Scheduled time (one way): 31 minutes
  • Head way : 5.5 minutes
  • Total capacity in peak hour: 16,600 passengers
  • Other features: Full AC, comfort seating, clean, advanced safety features

Project History

1990 – 1999

Integrated Transportation Master-Plan Study was conducted to in 1990-1992 by Ministry of Transportation which proposed an integrated public transport system between Rail, Light-Rail and Bus.
Basic Design Study was conducted by Consortium of Indonesia-Japan-Europe in 1995-1996 which concludes that the project was not feasible if financed by the private sector using BOT scheme (Build-Operate-Transfer), due to the calculation that the ticket revenue would only cover 15% of the total cost.
Revised Basic Design Study in 1999 by Ministry of Transportation proposed that the Government should finance this project with minimum private sector involvement during the investment and construction period.

2000

Feasibility Study of MRT, or named Subway at the time, was conducted in 2000 by JICA (Japan International Cooperation Agency) which emphasized the necessity of subway system in Jakarta, however to be feasible, the government must get involved financially

2002

JICA Study on Integrated Transportation Master Plan II (SITRAMP 2) in 2002-2004 again emphasized the necessity to prioritize subway development in Jakarta

2004

Governor Decree 84/2004 about Macro Transportation Blueprint was enacted as the Master Plan for solving transportation problem in Jakarta. One of the plan is to develop a mass transportation facilities and integrate this with other modes of transport. In March 2, 2004, the Governor signed MoU (Memorandum of Understanding) between Ministry of Transportation and DKI Jakarta Provincial Government regarding the development of MRT with the 1st priority is the line from Lebak Bulus – Fatmawati – Blok M – Kota.
Based on  this MoU, on July 2004, the Ministry of Transportation published the study: Implementation Program for Jakarta MRT System (Lebak Bulus – Dukuh Atas)

2005

The 2004 Study was revised on March 2005 as Revised Implementation Program (Revised-IP) for Jakarta MRT Systems (Lebak Bulus – Dukuh Atas). Based on this Revised-IP, the Government of Indonesia request the assistance of Government of Japan to finance the MRT project.
In the middle of December 2005, both parties has reach agreements which was officially recorded in Minutes of Discussion (MoD) signed by JBIC (Japan Bank for International Cooperation), Bappenas, Ministry of Transportation and DKI Jakarta Provincial Government.

2006

On October 18, 2006, Memorandum on Engineering Services (MoES) was sign by Government of Indonesia and JBIC as the basis for loan agreement approval.
Loan Agreement 1 (L/A 1) was signed on November 28, 2006 based on the agreements reached in the Minutes of Discussion (MoD) and Memorandum on Engineering Services (MoES) with the total loan of ¥1,869 billion. This loan is for
Basic Design Engineering Consultant
Management Consultant, to establish and develop PT MRT Jakarta
Procurement Consultant, to help PT MRT Jakarta procure projects as part of the implementation of the basic design developed above.

2007

With the new Railway Act No 23/2007 as revision of the previous Railway Act 13/1992, open up the opportunity  to manage the rail infrastructure and operations by an organization entity owned by the local government. Previous Railway Act, only authorized State Owned Company (BUMN) at the national level.


Based on this new regulations and regulations concerning local government, DKI Jakarta has 3 options of the type of organizations that legally authorized to manage railway, which are (1) Administrative Body, (2) Regional Government Owned Company (BUMD/PD) and (3) Regional Government Owned Limited Company (BUMD/PT).
In the management perspective, the first 2 type of organizations will not have enough flexibility to maintain cost (for example through outsourcing), building a win-win mutual cooperation with private sector and handling the risk of in-adequate funding by the financial capacity of the Local Government. As a limited company, all of the flexibility will create opportunities to foster a collaboration with the private sector.

The recommendation also supported by the results of 2 study conducted by JBIC in the year: SAPI (Special Assistance For Project Implementation) and SAPMAN (Special Assistance for Procurement Management). The study was conducted to help Ministry of Transportation and DKI Jakarta Provincial Government on,

SAPI Study Purpose:

  • Sub-Committee Meeting Revitalization
  • Perception Alignment of all Stakeholders
  • Agreement of Long Term Road Map and Key Milestones of the Whole Project
  • Development of Monitoring Mechanism of the Project Implementation
  • Leadership Capacity Building in the future

SAPMAN Study Purpose:
Support the development of documents which will be needed to procure consultants for basic design, management consultant and tender assistance, such as Terms of Reference, Letter of Intent, Evaluation Criteria, etc.
