| On-Granting Agreement is Signed, MRT Construction speed up |

Jakarta, March 25, 2009 – Government of Indonesia has signed Agreement of On-Granting (Naskah Perjanjian Penerusan Hibah - NPPH) with Provincial Government of DKI Jakarta. The amount of grant is 758 million yen from the total of 1.869 billion yen granted by JICA (Japan International Cooperation Agency). The signing had been held between Director General of Fiscal Balance, Mr. Mardiasmo and the Governor of DKI Jakarta, Mr. Fauzi Bowo, in Jakarta, March 25, 2009. “The grant will be used to finance consulting services necessary for the management and procurement of the MRT Projects”, stated by Fauzi Bowo. From this amount 567 million yen is for management consulting services procured by Provincial Government, and the rest will be transferred to PT MRT Jakarta as capital injection to be used to procure procurement consulting services. In this March, Loan Agreement 2 between Government of Indonesia and JICA will also be signed in total of 48.150 billion yen. The loan scheme is planned to be in 4 stages, which in each stage, JICA will evaluate the cost of the project, in order to make sure that the project is not halted due to cost. JICA has given commitment to support the construction completion of the project. Majority of the project cost (around 85%) is provided by JICA using special STEP Loan scheme (Special Terms for Economic Partnership). The rest of the cost is financed through APBN and APBD DKI Jakarta. The Governor, Fauzi Bowo, also emphasized his commitment to speed up the construction of MRT. Basic Design expected to be completed in Februari 2010, the procurement process for construction is expected to be speedup in just 2 months and finished at the end of 2010. Therefore, the construction could be started in 2011 and operational by the beginning of 2016, which is earlier than expected. Overview of the MRT Project The first MRT line in Jakarta will connect Lebak Bulus in South Jakarta to Dukuh Atas in Central Jakarta with around 14.5 km in distance, consist of 4 km underground line with 4 stations and 10.5 km elevated track with 8 stations. The second stage of this line, connecting Dukuh Atas to Kota and the Second Line connecting west and east Jakarta, is being studied with support by JICA.
